HOIL Application Process
How can my community get involved?
Availability of the Home Ownership on Indigenous Land (HOIL) Program within an Aboriginal or Torres Strait Island community requires the mutual agreement of the Trustees of the land, community members, Indigenous Business Australia (IBA) and the Department of Families and Housing, Community Services and Indigenous Affairs (FaHCSIA).
To be eligible to apply for HOIL assistance, your community must first have been assessed and accepted as a location in which the HOIL Program can operate.
Once a community has indicated its willingness to be part of the HOIL Program and has met initial eligibility requirements, IBA staff will visit the community and conduct an information session with trustees, councils and community members.
Once eligibility for IBA finance is established, IBA home loan staff will discuss with you in detail the assistance that is available under the HOIL program.
To help you make informed choices about participating in the HOIL Program, you will be asked to attend a Money Management Education Program in your community to ensure you:
- understand the benefits, risks and responsibilities of home ownership
- can afford the loan repayments and still have sufficient income for living expenses
- understand the various choices and assistance available to you.
Next steps
Interested applicants should first talk to their landholding body to confirm (a) if long term leases are available in their community, and (b) what the process is for applying for such a lease. Once you have consulted your landholding body please phone our staff on Freecall 1800 107 107* to find out more about the HOIL Program and organise the next steps. During this period the landholding body may arrange for an independent valuation of the property to determine a sale price.
Once we have confirmed that you are able to obtain a long term residential lease, we will generally ask you to complete an Expression of Interest Register Form which will record your interest in the HOIL Program.
Step One – Request for Placement on the Expression of Interest Register
To register your interest in the HOIL Program please complete and submit the following two forms:
- Expression of Interest Register form (PDF 328KB, new window) - which asks for personal details regarding your income, employment and housing history.
- Aboriginality or Torres Strait Islander Descent Form (PDF 328KB, new window) - which asks you to provide evidence of your Aboriginal and/or Torres Strait Islander descent.
Step Two – Invitation to apply for an IBA housing loan
Once IBA establishes that you are capable of meeting the HOIL eligibility requirements, you will be asked to submit a Housing Loan Application. This form requires information on your employment and housing history, income and living expenses and other liabilities (e.g. personal loans and credit cards).
IBA will complete an assessment of your application and advise you of whether a home loan is approved.
